The first impression: Golden Panda is a foreign operator without a Belgian licence. Hence, this is a solid but not spectacular choice.

What you play on

Golden Panda is not bound by the Belgian restrictions and therefore shows more: international slots, live tables and often crash or crypto variants. What you give up: the Belgian regulator, EPIS and the €200 limit.

Dice games are the Belgian hallmark: gold Mine, Tales of Sand, Open The Safe, the suppliers behind it — Air Dice, Gaming1 — work mainly for Belgium.

Playing legally in Belgium

Golden Panda holds no licence from the Gaming Commission. On the black list of more than 900 domains sits goldenpanda as well.

EPIS does not work here, and neither does the statutory ceiling. If you still play here, set a ceiling yourself. The regulator cannot mediate here.

Player protection in numbers

On player protection, Belgium sits more firmly than players tend to expect and you notice it at signup. On any licensed site the weekly limit defaults to €200.

The EPIS system is the regulator's central exclusion list: whoever registers is barred everywhere immediately, online as well as offline. The request goes through the regulator itself. The bar has stood at 21 since 1 September 2024, lottery aside; scratch cards and Lotto stay at 18. Age is verified at registration.

What is asked at registration

Signing up looks roughly the same on every site: your details and a verification that precedes the payout. Expect an ID document plus proof of address.

Language cover is a lottery, and the regulator has no say in the outcome. Leave the transaction mails in your inbox; that is what remains if a discussion ever arises.

KYC took longer than promised, three days on a proof of address.

The dice games are simply more fun than the standard slots.

Lowering the weekly limit worked right away, which I appreciated.

What players ask us

Is there tax on winnings?

Not for the player. Belgium taxes the operator, not the winner. No declaration is therefore needed. Nothing about that rule changes in 2026.

Does Bancontact work here?

Bancontact is accepted almost everywhere for deposits, not for withdrawals. Turnaround depends mostly on the operator, not on Bancontact. Always pay from an account in your own name.

How do I self-exclude?

EPIS is the central register — registering is enough to stay out everywhere at once. Unlicensed sites are not connected to it. Physical venues will refuse you afterwards too.

How does wagering work?

Always work the wagering through: 35x on a €50 bonus means €1,750 of turnover before a payout. The validity window is often shorter than you expect. Read the maximum cashout above all.

Can I change my limit?

The statutory standard is €200 per week. Going down is always allowed, going up is not. A lower limit is active immediately. Raising it always takes time, even when the request goes through.

Is Golden Panda legal in Belgium?

Not legal in the Belgian sense: Golden Panda operates without a Gaming Commission licence. Status can change; re-check the list if in doubt. You can check this yourself in the regulator's register.
